MISSION SUPPORT SPECIALIST

This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Laredo Field Office, located in Hidalgo, TX. This position will allow you to use your expertise in administration to provide advisory and technical services to CBP management. This position starts at a salary of $52,905.00 (GS-09, Step 1) to $83,210.00 (GS-11, Step 10) with promotion potential to $83,210 (GS-11 Step 10). The employee independently performs assignments requiring the application of fundamental principles, concepts, techniques, and guidelines in an administrative specialty area(s). Assignments are of intermediate difficulty, requiring interpretation and adaptation of guidelines to secure results. Duties include, but are not limited to:
Conducts detailed planning to gather and interpret information and data for complex problems, issues, and unusual circumstances. Determines the most effective and efficient approach to meet customer requirements. Participates in complex studies and projects designed to develop broader expertise in the assigned specialty area(s). Identifies ways to improve or enhance current services and to ensure that such services meet management's business objectives. Assesses situations that are complicated by conflicting and/or incomplete data, requiring general problem solving to isolate issues. Participates in analyzing the effects of changes in law and regulations as they pertain to management services. Identifies and clarifies problems and order to propose recommendations. Reconciles conflicting incomplete information. Identifies and extracts additional pertinent information required. Defines issues or problems in terms that are compatible with appropriate laws, policies, or regulations. Weighs pertinent facts in formulating a legal and/or factually supportable position.
Experience:
You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
providing assistance to senior specialists in the evaluation and analysis of human resources programs assisting in the execution of human resources programs by carrying out specified portions or segments of specific projects (e.g., preparing and/or reviewing requests for personnel action, providing orientation to new employees; assisting in the development of draft position descriptions for the organization, and maintaining current vacancy or on-board data) identifying and recommending solutions to human resources problems and providing advice to staff on established methods and procedures
Experience:
You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Coordinating and monitoring a variety of administrative projects (e.g., budget, personnel, travel, space, logistics); identifying and recommending solutions to a wide range of administrative problems Analyzing administrative data from a variety of sources to develop trends, patterns, profiles, estimates, and studies Preparing preliminary and finished reports and documents Representing the office in dealings with vendors and personnel from administrative support organizations. Education Substitution:
GS-9:
You may substitute a Master's degree or 2 full years of graduate education in a qualifying field or a J.D. or L.L.B. degree for the experience required at the GS-9 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. (A course of study business administration, public administration, and related fields is qualifying.) Check with your school or university to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. GS-11:
You may substitute a doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in a qualifying field for experience at the GS-11 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. (A course of study in business administration, public administration, and related fields is qualifying.) Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarters hours. Combining Experience and Education:
To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/29/2020. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
